Bandwidth utilization also increases for all NAC methods with increasing offered load, but clearly remains below 70% even in the best case. For very large offered load, the reciprocal of that value is the ratio of the total capacity, normal plus backup, required in the failure scenario to the capacity required in normal situation. 4. 6: Average resource utilization with resilience requirements for different NAC methods depending on the offered B2B load in the COST-239 network the range from 50% to more than 100%.

It is first shown that a PS queueing network with state-dependent service capacities can represent the flow-level model of data network with any traffic characteristics: flows are allowed to be generated within sessions, composed of successions of flow transfers and “think times”; moreover, flow sizes and think times may have very general distributions and arbitrary correlation structures. Then, using key properties of Whittle queueing networks [52] and only assuming a Poisson session arrival process, it is shown that the class of allocations which are insensitive to the detailed traffic characteristics, except for the traffic intensity on each route, are those for which the balance property holds.

In [54] it is shown that similar relations exist for high speed IP access networks carrying data traffic. Assuming a finite-size source population and fair sharing of the capacity among the user-generated concurrent flows, some generalized Engset formulas with PS discipline are derived, relating capacity, demand expressed in terms of the per-user offered traffic, and performance quantified by the useful per-flow throughput. Performance is shown to be largely independent of precise traffic characteristics such as the statistical distributions of flow size and think time, as recognized in [55].
